<ol>
<li><span style="font-family: Tahoma;">Cut the felt into a scalloped collar shape.</span></li>
<li><span style="font-family: Tahoma;">Carefully cut out the shape and lay it on a flat hard surface. Place some newspaper underneath in case it gets messy.</span></li>
<li><span style="font-family: Tahoma;">Mix the ModPodge glue and glitter together in a small paper cup.</span></li>
<li><span style="font-family: Tahoma;">Begin painting the mixture onto the collar until all of the felt is covered.</span></li>
<li><span style="font-family: Tahoma;">Let it sit overnight and allow the glue to dry completely. Sew two pieces of ribbon onto the top of the collar and tie it in a bow to wear with anything!</span></li>
